Job Summary:
Under the supervision of the Board of County Commissioners (BCC), the Chief Financial Officer (CFO) is responsible for the financial oversight of Ravalli County. The CFO will strive to ensure that the County’s taxpayer dollars are expended in an economical and fiscally responsible manner. The CFO reports directly to the Board of County Commissioners on all strategic and tactical matters as they relate to budget management, cost benefit analysis, forecasting needs and the securing of new funding. The CFO will have primary day-to-day responsibility for coordinating and supervising all financial activities of Ravalli County.

Supervisory Responsibilities:
• Supervises Accounting, Purchasing and Grant Administration
• Oversees the daily workflow of the department.

Travel Required:
• None

• Plans, coordinates and directs all aspects of the County’s financial management, administration and accounting
• Plans, organizes and manages the daily operations of the County’s financial functions
• Responsible for planning and directing the receipt, disbursement and accounting of County revenues and expenditures
• Directs financial strategy, planning and forecasts
• Plans short-term and long-range financial goals and objectives for Ravalli County
• Manages processes for financial forecasting, budgets, and reporting to the BCC
• Provides recommendations to strategically enhance financial performance
• Ensures compliance with finance-related regulations
• Prepares a variety of financial reports, and interprets and relays administrative decisions, policies and instructions to Elected Officials and Department Managers
• Assists Elected Officials and Department Managers with the preparation of annual department budgets
• Responds to inquiries from citizens and community organizations
• Provides staff support to various advisory boards at the direction of the BCC
• Represents the BCC and Ravalli County as directed at conferences, hearings or public meetings
• Ensures compliance with GAAP and applicable federal, state and local regulatory laws and rules for financial reporting
• Develops and maintains systems of internal controls to safeguard financial assets of the County
• Participates as a senior member of the County’s management team

Required Skills/Abilities:
• Knowledge of governmental auditing standards and reporting requirements, and governmental accounting and reporting standards
• Knowledge of government budget development and management principles as well as government financial administration
• Knowledge of relevant federal and state laws
• Ability to direct financial affairs and attain financial objectives
• Ability to prepare and administer budgets
• Ability to develop and implement successful financial policies and programs
• Ability to communicate clearly and concisely both orally and in writing
• Ability to maintain high ethical standards for conduct of management
• Skill in establishing priorities, organizing work, employee management, and supervision
• Skill in producing work that is accurate, thorough, organized and understandable
• Skill in problem solving; ability to analyze problems and propose alternative solutions
• Skill in interpersonal relations including ability to communicate competently with BCC and public in public meetings
• Must be proficient in Excel and Word

Required Education and Experience:
• Ten (10) years of experience in a similar government position required; or a satisfactory combination of education and experience as determined by the County that demonstrates the ability to successfully perform the essential job functions.
• Bachelor’s degree in Accounting, Finance or Business required.
• Up-to-date knowledge of current government financial and accounting standards required
Preferred Education and Experience:
• CPA designation preferred
• Experience with Montana Code Annotated preferred
• Experience with governmental auditing preferred
• Master’s degree in Accounting, Finance or Business preferred
• Experience with Black Mountain Software preferred
Work Environment:
• Office Setting

Physical Requirements:
• Prolonged periods of sitting at a desk and working on a computer.
• Must be able to lift up to 25 pounds at times.
